PPWR compliance documents for labels and packaging
Since 12 August 2026 the EU Packaging and Packaging Waste Regulation (PPWR) applies to all packaging placed on the EU market. The manufacturer of the packaging — usually the brand — signs the EU declaration of conformity, and needs evidence from the converter to do so. Cansal supplies that evidence for every component we print: composition, substance declarations, test reports and a recyclability assessment, in English, German, French or Turkish.
What the PPWR asks of packaging manufacturers
The PPWR replaced the Packaging Directive with a regulation that applies directly in every member state. For each packaging type, the manufacturer carries out the conformity assessment, keeps technical documentation and issues an EU declaration of conformity that authorities can request.
A signed declaration on its own is not enough: it must be backed by evidence such as accredited test reports and verified supplier declarations for board, inks, varnishes and adhesives. That evidence has to come from the converter who knows the exact materials — which is the part we deliver.
What is in the Cansal PPWR documentation pack
How it works
- Send your article list or technical drawings.
- We assign each component its material specification and the evidence it needs.
- We collect mill and ink-supplier declarations and commission laboratory tests where needed.
- You receive one documentation pack per packaging type, updated whenever a material changes.
Experience with EU customers
We already prepare PPWR documentation for customers in the EU, including bilingual German–English declarations of conformity and compliance matrices covering several packaging components per product.
Frequently asked questions
Who signs the PPWR declaration of conformity — the brand or Cansal?
The manufacturer, which under the PPWR is generally the company that places the packaging on the market under its own name or brand. In most cases that is the brand. Cansal provides the evidence and a draft declaration; where packaging is sold under Cansal's own name, we sign it ourselves.
Are labels covered by the PPWR?
Labels attached to packaging are packaging components. Their face material, inks and adhesive affect recyclability, so they belong in the packaging's technical documentation. We document them like any other component.
What changed on 12 August 2026?
The PPWR started to apply: substance limits, the general recyclability requirement and the conformity assessment and documentation duties. Harmonised sorting labels, recyclability grades and recycled-content targets follow in later years.
Can you cover food-contact packaging?
Yes. We provide PFAS evidence against the PPWR limits and work with low-migration inks. Suitability for food contact under Regulation (EC) 1935/2004 is assessed separately for each application.
In which languages are the documents available?
English, German, French and Turkish.
Can we combine PPWR and EUDR documents?
Yes. For paper-based packaging we supply the EUDR data package for the same articles in one pack.
