EUDR data package for paper labels, cartons and printed packaging
If you import paper-based labels or packaging from Turkey into the EU, your company is the operator under the EU Deforestation Regulation (EUDR) and has to submit a due diligence statement before the goods are released. Cansal supplies the data for that statement with every delivery — traced back to our paper and board mills and ready to enter into the EU Information System (TRACES).
What the EUDR requires from importers of paper products
Since the 2025 amendment and the 2026 delegated act on Annex I, the scope for paper is clearer. Labels, boxes and cartons that a brand buys from a converter are in scope. The same packaging is out of scope when it only protects or carries another product placed on the market, and brochures, catalogues and other printed matter were removed from scope.
Before customs release, the operator submits a due diligence statement confirming that the wood fibre is deforestation-free (no deforestation after 31 December 2020) and was harvested legally. The statement contains the geolocation of the plots where the wood was harvested — or, where the paper or board was already placed on the EU market by another operator, the reference number of that upstream statement.
What is in the Cansal EUDR data package
How it works
- You send the article list and the name of the EU company that acts as operator.
- We map every article to its paper or board grade and mill and confirm whether it is in scope.
- With each order we issue the data package, referenced to the invoice and delivery note.
- Your team enters the data in TRACES and submits the statement; we answer follow-up questions from your compliance team or the authorities.

Tariff classification is the importer's responsibility; the headings above are indicative.
Frequently asked questions
Is printed packaging from Turkey covered by the EUDR?
Yes, when it is sold as a product in its own right — for example cartons or labels a brand buys from a converter. Paper and paperboard of HS chapter 48 are listed in Annex I. Packaging that only protects or carries another product is excluded for that product, and printed matter of chapter 49 such as brochures was removed from scope in 2025.
Who submits the due diligence statement when we buy from Cansal?
The EU company that first places the goods on the EU market, normally the importer. Cansal is a non-EU supplier and provides the information the statement needs.
When does the EUDR apply to paper packaging?
From 30 December 2026. Check the obligations for your company size and role (operator, downstream operator or trader) with your compliance adviser.
Is recycled board covered?
Products made entirely from recycled material are not subject to the EUDR. For those grades we provide the mill's recycled-content declaration instead of geolocation data.
In which format do you deliver the data?
As a PDF summary per delivery plus CSV and GeoJSON files that follow the fields of the EU Information System, so your team can enter them without retyping.
Can you also supply PPWR documents for the same packaging?
Yes. Most customers order the EUDR data package together with our PPWR supplier documentation for the same articles.
